The Advanced Response Police Officer Course is designed to provide the police officer with enhanced training, skills, and techniques to survive ambush and unexpected threat situations. Focusing on practical application of skills learned, this course is conducted primarily in the field or on the range. It is designed for any police officer wanting to enhance their survivability in any environment. Topics include the use of various pieces of equipment, tactical movement, critical interventions and tactical emergency casualty care, live fire drills, scenario based decision-making, rescues, and counter-ambush tactics.
This course is designed to provide instruction on deployment methods of the armored tactical rescue vehicle (ARV) in hostile environments. The different roles of the armored tactical rescue vehicle, to include victim rescue, utilization as a weapon shooting platform, delivery of team elements, negotiation phones, chemical agents and other techniques will be discussed.

Ballistic Shield

This course is designed to teach the student various methods of ballistic shield use during tactical clearing. This includes firearms drills with the shield, the use of one and two officer shield teams, and the use and construction of a tactical mirror.
This is a basic level course designed for law enforcement and corrections personnel, mental health professionals, supervisors / team leaders and commanders who are assigned to, work with, or oversee the functions of a crisis / hostage negotiations team. This course is also appropriate for law enforcement and corrections personnel who aspire to join a crisis / hostage negotiations team. This curriculum is designed to meet the standards set forth by the National Council of Negotiations Associations for a basic course of study for police crisis / hostage negotiators. Although it is a "basic" course, it represents a robust and comprehensive view of the most likely negotiation problems and best techniques to resolve them peacefully. It is suitable for experienced negotiators desiring a refresher course.
Individuals who have recently been assigned to SWAT and have not received basic SWAT training will benefit from this comprehensive introduction to tactical skills. Students will be introduced to basic SWAT topics, tactics and techniques including a historical overview of SWAT, team organization and structure, resolution of barricaded suspect situations, covert individual and team movement, searches and room clearing, chemical agents, less-lethal options, warrant service and multiple field training exercises. This is a hands-on, high-intensity course in which students practice tactics and techniques in the field.
This comprehensive course will train SWAT personnel in the elements of a high-risk warrant service. Concepts involving warrant planning; intelligence gathering; target site scouting; uses of diversion and breaching; and methods of executing the warrant inclusive of breach and hold, limited penetration, and contain and call out will be taught in this hands-on, challenging course.
This course offers training for SWAT team members with prior basic SWAT training and will address advanced tactics and techniques. Students will be introduced to and trained in the crucial aspects of hostage rescue operations. Topics include hostage rescue concepts, rapid deployment, emergency entry tactics, tactical operations center, and crisis negotiations concepts. Hostage rescue techniques and force options will be covered in-depth including stronghold, vehicle, and tactical precision long rifle options. The students will complete multiple fast-paced field training exercises that will improve and enhance tactical skills.

The Less Lethal Impact Projectiles Instructor Course is a train the trainer course designed to familiarize attendees with less lethal weapons, impact munitions and deployment tactics. Topics to be covered include instructor development techniques, less lethal force philosophy, case law, policy issues, technology overview, deployment tactics, product demonstrations, and less lethal practical scenarios.
The Flash Sound Diversionary Device Instructor Course is a train the trainer course designed to familiarize attendees with flash sound diversionary devices (FSDD). Topics to be covered include history of diversionary devices, definitions, and nomenclature, legal aspects of diversionary devices, policy issues, preparation and deployment of diversionary devices, and practical application.
The Chemical Agent Instructor Course is a train the trainer course designed to familiarize attendees with chemical munitions. Topics to be covered include history, products and characteristics, delivery systems, hazards, decontamination, gas masks, and general tactics as they relate to the use of chemical agents.
This one-day course is designed to provide law enforcement supervisors and command personnel with the information and tools needed to manage a large-scale critical incident. This course will include a NIMS review, but the focus of the course is providing the tools for supervisors and command personnel to succeed when responding to active threats. The roles and responsibilities of the Incident Commander will be discussed and applied through practical group exercises. Command decision-making through a proven system that streamlines the flow of direction and information will be a central focus of this course.
This two-day course will cover the basic concepts associated with forcible entry into a structure, as well as practical and legal considerations. Instruction will include the proper selection and use of breaching tools, including the shotgun.
This 2-day course is designed to educate and prepare police officers in the event of an ambush. Officers will be trained in techniques to eliminate or mitigate the threat. Officers will also be trained in the application of tactical emergency medicine through the use of tourniquets, pressure dressings and direct pressure. This is a hands-on, high-intensity course in which students practice tactics and techniques in the field.
There is a 3rd day that is optional and dedicated to firearms and vehicle operations.

Police Response to Active Shooter Instructor Certification

Innovative tactics and tried-and-true techniques are the hallmark of this course which is designed for individuals assigned the responsibility to teach police and SWAT personnel in immediate deployment / rapid intervention techniques. This is a train-the-trainer course. Topics to be covered include an historical overview of active shooter situations including school shootings, immediate deployment / rapid intervention tactics, barricade-hostage rescue concepts and instructional techniques. Simunitions weapons will be used in field training exercises.

This course is designed to teach students the four main methods of warm zone care during active violence incidents. Driving tactics as well as a reasonable expectation for success during active violence incidents will be discussed. This course will expose law enforcement, fire and rescue personnel, as well as other public safety partners to operating in a warm zone environment to provide point of wounding care to patients. Tactical Emergency Casualty Care lessons will be provided so that all participants can provide appropriate point of wounding care. Discussions will include command and control considerations, including the establishment of unified command, common operating language, and essential on scene functions that must be performed for the incident to be successful. This course will provide the student with ongoing training ideas for their department as well as identify some common barriers that must be overcome.
This course will focus on procedures and tactics suitable to the resolution of an armed and barricaded suspect(s) situation. Upon successful completion of this course, the students will understand basic guidelines for resolution of barricaded incidents, the force options and its applications, the proper deployment of arrest team, entry personnel, precision rifle groups and containment personnel. Additional topics such as criteria for deployment, legal ramifications and use of diversionary, chemical and less-lethal devices will also be discussed. Designed for tactical operators, this course will challenge students to learn and apply advanced tactical concepts.
This course is intended for SWAT team members who have prior training and experience in the barricade, warrant service and hostage rescue disciplines. It is recommended that students have attended Basic SWAT or SWAT I, and SWAT II (or equivalent) prior to attending this class.
Officers attending the course will be evaluated on their prior experience and training and will be tasked with various tactical scenarios dealing with barricade, warrant service, and hostage rescue incidents.
This will be an intensive scenario only based course, which will have no formal instruction prior to each training scenario and will require students to perform utilizing their prior experience. Throughout the course, students will be provided feedback and critiques on their performance.
Scenarios will include environments conducive to actual real-time operations, to include low-light and night-time operations.
THIS COURSE WILL END AT 2400 HOURS ON THE LAST DAY OF CLASS. STUDENTS SHOULD PLAN ACCORDINGLY.
School and Workplace Violence: Preparation and Response
2 DAYS
This is a special course for law enforcement, school, and business professionals dealing with selected issues in preparing for and responding to incidents of mass violence. All participants will begin classroom instruction together; the law enforcement attendees and the school / business attendees will then separate for continued instruction along tracks suited to the roles of each group. All participants will reunite for the practical application to allow for integration of their respective roles during field exercises. Utilizing both lecture and facilitated learning techniques, the following topics will be among those covered: threat analysis, the application of physical security systems and procedures to incidents of mass violence, emergency plan development and assessment, and law enforcement response issues. It is expected that participants are familiar with basic concepts in these areas. Special emphasis will be given to lessons learned from past incidents.
This course is designed for those personnel who have the responsibility to perform shotgun breaching, using frangible / disintegrating projectiles, in support of police tactical operations. Classroom instruction and live fire practical application of learned skills will be conducted.

Single Officer Assailant Response (SOAR)

This course prepares the individual officer with the knowledge, skills and abilities needed when responding to a critical incident involving active killing, in the single officer capacity. Our program focuses on enlightened conservation of the single officer response. We emphasize problem solving while utilizing fundamental tactics and techniques that are simple, effective and repeatable. These tactics and techniques have been gained and validated through real world experiences. Topics include judgement enhanced training, critical skills marksmanship and entry techniques for the single officer assailant response. This course is designed to expose tactical personnel to the proper deployment and techniques for a long rifle position. Topics to be covered include weapons selection and maintenance, rapid deployment issues, use-of-force issues and coordinated fire techniques. This course of instruction will stress the fundamentals of marksmanship and precision shooting. Practical range training will include shooting at moving targets, range estimation, and various courses of fire.

Supervising Patrol Critical Incidents

This course is designed to provide patrol supervisors with the information and tools needed to manage a critical incident prior to the arrival of SWAT. Understanding the methodology used in managing a dynamic tactical problem, incident command system fundamentals, and the 4 primary types of critical incidents involving an adversary will give the patrol supervisor the tools needed to succeed during these events.
This course is designed to expose police SWAT Team Commanders and Supervisors to contemporary SWAT issues, tactics and procedures. Topics include major incident debriefs; leadership issues, emotional intelligence, justifying SWAT; the use of SWAT Teams; SWAT standards and professionalism; contemporary SWAT issues and concerns; SWAT and the media; selection, training, discipline and removal of supervisors and team members; crisis negotiations considerations; tactical operation center considerations; operational planning; weapons and equipment selection; legal issues and considerations; critical incident management; barricade and hostage procedures; warrant service planning and procedures; and much more.

SWAT Team Leader Development

This course is designed for law enforcement personnel who are responsible for deploying in the capacity as a SWAT Team Leader or as a supervisor who is responsible for the training and deployment of tactical teams. The focus of this training will be on pre-incident training, planning, organizing, and the tactical decision-making process used in the resolution of high-risk operations. Also included in the curriculum is an overview of SWAT training topics including selection and testing, training issues and liability, national SWAT standards and critical incident reviews. Practical applications will consist of scouting and planning warrants, small team planning, tactics used in the resolution of critical incidents, and the review of tactical incidents and videos. Attendees will participate in-group discussions, write operations orders, and develop training plans, plus critique and evaluate tactics and decisions based on a principle based SWAT decision-making process.

The course will incorporate lectures, practice, and scenario based training to provide emergency medical providers with the foundation principles, practices, and skills necessary for providing medical support to law enforcement operations. The emphasis will be on medical models and skills effective for supporting special operations teams during high-risk, large scale and extended operations. The concepts and skills taught in this course are also relevant to all law enforcement operations.
This course is designed to expose police personnel (supervisors, tactical and task force team leaders, detectives, etc.) to procedures used for tactical mission planning and briefing of involved personnel. Topics include mission planning; documentation; operational planning for high-risk search warrants; scouting procedures for mission planning; primary, alternate, contingency, and emergency planning; suggestions on how to modify high-risk search warrant planning to other types of tactical missions (open area operations, barricaded subjects, arrest warrant/fugitive apprehension, and hostage barricade situations); and much more. Ensuring that a comprehensive but efficient briefing system is in place will be a course outcome.
NOTE: This course is not a scouting course, we will make assumptions that the scout has been completed and has provided you the information needed to develop a tactical plan. This course is not a tactics course. We will dictate various tactics to use on some missions to demonstrate the flexibility of the briefing process.
Tactical diagramming is a technique used to determine floor plans by using outside architectural features such as doors, windows, vents, ducts and even the shape of the building itself. Using simple concepts like working from large to small and confidence to ambiguity, students gain knowledge, skills and abilities on how to identify architectural features that provide reliable clues to the locations of interior walls, the types and sizes of rooms and even the location of appliances and wall switches. The course begins with a broad overview on terrain analysis with a focus on urban terrain and the contribution of a reliable floor plan for planning and decision-making. It continues with an explanation of building principles, which heavily influence how residences are constructed. The course will also identify how to diagram houses that have additions or been remodeled, have upper-stories and even structures with multiple-dwellings. The course completes the formal instruction with methods for obtaining reliable intelligence, especially photographs, to enhance the detection of subtle architectural features. The final period is focused on a practical application where students work with each other and instructors on either a class project or using their own photographs, of an actual target location.
Tactical Team Workshops are either 3- or 5-day training sessions and involve one or more NTOA instructors on site, working directly with the tactical team in a training environment. The unique program allows the team to choose what topics to focus on, and those topics can vary throughout the training sessions, as there is no set agenda. The instructors may conduct classroom presentations if desired by the team, but the primary objective is to conduct practical training. Instructors may develop brief training scenarios and provide feedback, facilitate drills and evolutions to enhance team and individual skills, and much more. Instructors are available to discuss any topic that the team members choose. The Tactical Team Workshop is not a formal team review and does not result in the preparation of a formal analysis or comprehensive report.
