As police intervened, and the shooter barricaded himself with hostages and the Crisis Negotiation team responded. When the suspect called 9-1-1, negotiators were confronted with the fact that it was more than an active shooter event, it was a terror attack. A male suspect was inside threatening to kill his 3- and 5-year-old children and burn the house down. Officers made contact by voice with the suspect who barricaded the residence and threatened to shoot the officers. Sgt. Matt Balthazor will debrief this incident, which will include axon body-worn camera video and audio of negotiations. | 1515 1700 | Incident Debrief: Through My Eyes - A Negotiator's View of the 2016 Ambush of Five Dallas PD Police Officers INCIDENT DEBRIEF Course Length: 2 hours - Instructor: Byas, JD On July 7, 2016, five police officers were killed during an ambush on a group of police in Dallas, Texas. Adding an elevated area to the situation brings other considerations. Normally, elevated negotiations are face to face. The negotiator's safety is a priority. Temptations for quick resolutions are high, and natural reactions can be deadly. This course will give insight on the options to consider, as well as how to incorporate tactical maneuvers. Adding these skills will assist in achieving a safer and favorable outcome for all. | 1515 1700 | Incident Debrief: Inglewood Officer Shot INCIDENT DEBRIEF Course Length: 2 hours - Instructor: Sanchez, Richard An Inglewood (CA) Police Department officer was shot during a family disturbance call the day before Thanksgiving. The suspect barricaded himself in a house along with two hostages. Due to several members of Inglewood PD's SWAT team being involved in the initial incident, assistance was requested from the Los Angeles County Sheriff's Department's SWAT and negotiations teams. With LASD taking the lead, both agencies' negotiations teams partnered to handle the incident. Body camera footage of the entire incident, as well as audio portions of the negotiations. will be presented. Discussion will cover the initial radio call for service, integration between two agencies, negotiating with a violent gang member, pressure from command staff, and the final outcome of the incident. |
0800 1000 | Incident Debrief: Aevnel Drive Negotiation INCIDENT DEBRIEF Course Length: 2 hours - Instructor: Hairston, Michael This presentation describes a negotiation with a suspect who was high on drugs and had broken into his girlfriend's house with a gun. The negotiation lasted eight hours and used several means of communications and two different negotiations teams. The suspect burned down the house in the middle of the negotiations. This case was a unified command effort involving police, fire and multiple cities. This presentation covers many changing dynamics that occurred during negotiations. | 1000 1200 | The True Story Behind the Movie "The Negotiator" SEMINAR Course Length: 2 hours - Instructor: Doering, Patrick This presentation is an in-depth study of the 1980s pension fund scandal that occurred in the city of St. Louis and the hostage-taking event involving a St. Louis police officer as the hostage taker and a police commissioner who was the hostage. This event inspired the movie "The Negotiator." The study has been a three-year project involving interviews with the hostage-taker, the on-scene commander, four of the five negotiators, the hostage's sons, the newspaper reporter who conducted an interview immediately following the incident and several hostage rescue team members. Research included police reports and newspaper and television news footage. | 1315 1500 | FBI's Active Listening Skills (ALS) SEMINAR Course Length: 2 hours - Instructor: Holloway, Kate Active Listening Skills (ALS) are a negotiator's most basic technique utilized for crisis intervention. The hallmark of a negotiation is the subject's crisis - an escalation of emotionality combined with a reduction in rationality, leading to disequilibrium and hostage-taking/barricade/suicidal intent. Through an indepth review of ALS, the presentation will focus on the FBI's application of ALS within negotiations for the de-escalation of a subject's emotionality, return to equilibrium, and behavioral change (e.g., surrender/hostage release). | 1315 1500 | Incident Debrief: Negotiating with a Potential Third-Strike Convicted Felon INCIDENT DEBRIEF Course Length: 2 hours - Instructor: Shackleton, David | Holmes, Brad While investigating a shooting in 2016, Mount Vernon Police Department officers attempted contact at a residence in the area when shots came from the house striking one officer in the head. Shortly after, the suspect called 911 saying he had hostages, a bomb, and that he had texted the mayor. Officers eventually learned that the suspect was a potential third-strike convicted felon looking at the possibility of life in prison. This presentation will discuss how the negotiating team found itself communicating with a subject who had little incentive to surrender, dealing with the politics of having the mayor on-scene, outside influences from the media, and working through a transition of negotiating teams. | 1515 1700 | Talking With A Terrorist (Research Study) SEMINAR Course Length: 2 hours - Instructor: Thompson, Jeff We hope to never be involved in a terrorist incident but if it happens, are you prepared to negotiate? Participate in this research study where you get to practice with dialogue from a real hostage incident during a terrorist attack. You'll have a chance to practice your active listening skills, figure out how rapport building works in this type of tense environment, and determine what is the best strategy to gain voluntary compliance. 0800 1000 | Incident Debrief: Hacienda Heights Barricade, LASD INCIDENT DEBRIEF Course Length: 2 hours - Instructor: Drucker, Harry As a result of an ongoing neighbor feud in Hacienda Heights, California a heated argument took place resulting in one neighbor firing several rounds at the other. The resulting barricade spanned 8 hours, with negotiators trying to get the suspect to surrender without a tactical resolution. This incident debrief will discuss the use of TPI's, texting, and other action imperative factors. | 1000 1200 | FBI's Hostage Barricade System (HOBAS) SEMINAR Course Length: 2 hours - Instructor: Holloway, Kate This presentation will demonstrate how HOBAS, the FBI's Hostage Barricade System, can be used as a tool to quickly and accurately identify patterns within negotiation events in an effort to lead to a peaceful conclusion. Established in 1995, HOBAS is an online law enforcement sharing database cataloguing crisis negotiation incidents domestically and internationally. Law enforcement agencies across the globe enter their crisis negotiation events into HOBAS which collects information on the incident itself as well as the subject(s) and victim(s). HOBAS also assists with training, funding requests and potential negotiator testimony. | 1000 1200 | Mental Health and Law Enforcement SEMINAR Course Length: 2 hours - Instructor: Dooley, Kyle By sharing his personal story of living with depression and working as a law enforcement officer for 20 years, Kyle Dooley will help students understand the importance of officer self-care, for themselves and for their families. Students will learn how to overcome the common barriers and stressors that traditionally haunt the law enforcement culture and prevent officers from seeking treatment. | 1315 1500 | Incident Debrief: Kidnap for Ransom INCIDENT DEBRIEF Course Length: 2 hours - Instructor: Doering, Patrick This presentation describes a kidnap for ransom case that began in Sacramento, California, and was resolved in St. Louis, Missouri. The incident lasted several days and the negotiations went on for over 24 hours. The seminar explains the differences involved in a kidnapping negotiation versus other types of crisis negotiation. Discussion includes audio of the TPI and suspects. |
