On January 3, 2020, the local police responded to an armed male subject at the Heritage Credit Union in Rockford, IL. The subject, a paranoid schizophrenic with an outstanding arrest warrant, demanded everyone leave the credit union except for one female branch manager which he took hostage. He showed her a handgun. The subject demanded to have the FBI respond and speak with him. This presentation is conducted by the FBI on-scene negotiator who spoke with the suspect and the victim for several hours. Lessons learned, challenges faced, and the details of the incident will be covered in detail.

Managing Your Stress During and Post COVID

During COVID, first responders have had to deal with the direct impact of the pandemic in many ways the general public may not understand. This training will give an overview on how we perceive, interrupt and internalize fear, stress, and depression. Participants will also receive information about how long-term stress can impact daily life and how prolonged stress can lead to PTSD. Additionally, you will be presented with five things to consider when developing an individualized emotional balance plan to assist with reintegration back to “normal” or daily work environment.

Incident Debrief: Monday Morning Mom Hostage

This seminar will review an incident which took place in 2018. The suspect had been on an alcohol and drug binge which resulted in a mini crime spree. Officers were able to stop the suspect near one of the crime scenes and a foot pursuit ensued. The suspect ran into an open garage of a residence and took a female hostage in a back bedroom. This case study employs body cam footage of the initial barricade as well as audio recordings of the negotiation and SWAT communications.

This debrief offers insight into the command perspective of a hostage incident and also offers many lessons learned. The incident lasted over four hours and ended in a way that the team was not prepared for.

    This presentation discusses a barricaded gunman incident involving a subject with a military background who claimed to be a sovereign citizen and survivalist. The subject was barricaded in a residence with his wife, who indicated to negotiators that her husband had multiple shooting positions set up in the home, the front door was booby trapped with a shotgun, and there were IEDs present throughout the residence. Response involved SSERT, CNT, use of OC and CS gas, and a BearCat to gain access to the home.

    Negotiations Case Study: Suspect with Shots Fired

    This presentation will discuss a domestic disturbance incident involving a suspect who patrol officers had responded to the night before and who had multiple felony warrants. The suspect barricaded in the basement and when patrol formed a react team, they entered the basement along with a K9. Upon entry, the K9 contacted the suspect and a gunshot was heard. Officers disengaged and SWAT and negotiators were activated. Discussion will involve attempts at negotiation involving voice-to-voice contact and eventually the use of a throw phone. The suspect made several suicide by cop statements and after several hours, gas was deployed into the residence. After approximately nine hours, the suspect surrendered. The presentation includes audio of the negotiations and an interview with the K9 officer.

    This presentation will discuss the challenges of negotiating with a subject in a third-story room from an armored vehicle. On June 27, 2019, the Calvert County Sheriff's Office and Maryland State Police responded to check the welfare of a Navy Veteran. When they arrived, the subject barricaded himself and displayed a rifle to officers. Members of the Maryland State Police Crisis Negotiation Team were called to assist.
