One of the most challenging and hazardous assignments for SWAT is searching for an armed fugitive in an open-air environment. Responding to this type of incident successfully requires specific skill sets beyond basic SWAT training. This three-day course teaches tactical officers the techniques and tactics required to participate in a high-risk manhunt operation. Topics include: introduction to visual tracking, land navigation with map, compass & GPS, firearms skills for open-air environments, equipment recommendations, tracking team tactics, grid search team tactics, apprehension tactics in an open-air environment, integrating K9 teams and incident command aspects of a high-risk manhunt. The course is presented through a combination of lectures, extensive field exercises, force-on-force scenarios with role players, firearms range training and a table-top exercise. A final high-risk manhunt functional exercise will allow officers to demonstrate all the skills learned. This course satisfies the NTOA Tactical Response and Operations Standard: 3.1.4.2 High Risk Apprehensions in Open Air Environments
