Large Venue Protection Planning

After 09/11/2001, large-scale event planning and tactical overwatch procedures were developed for Penn State University football games and concerts. One of the largest stadiums of its kind, with a 110,000-person capacity, this venue provides unique challenges and learning opportunities for other agencies with large venues. Various items will be discussed, including creating thorough written assessments, tactics, techniques, procedures, and practices implemented at other venues. The presentation will include introducing the venue, conducting a venue site assessment, developing quick reference overlays, operations planning, contingency planning, and training.

Chris Fishel - Bio
Chris Fishel began his law enforcement career in 1991 with the Borough of State College Police Department (PA). He is a veteran of the United States Marine Corps, having served during the Persian Gulf War. Chris holds a Bachelor’s Degree from Pennsylvania State University and is a graduate of the FBI National Academy. He is an Assessment Team Leader for the Pennsylvania Law Enforcement Accreditation Commission and the Pennsylvania Chiefs of Police Association. Chris joined the Centre County Tactical Response Team in 1994. He was selected as a Team Leader 1999 and Tactical Commander in 2016. He is an instructor for the NTOA in SWAT Tactics, Tactical Precision Long Rifle, Response to Active Shooter and Tactical Tracking and Wooded Terrain Operations. He currently serves as the Law Enforcement Chair for the South Central Mountains Regional Task Force.
