Team Leader Tactical Considerations and Leadership Part 2

This presentation will continue from the mornings session, but will focus on a review of tactical considerations related to barricade operations, high-risk warrant service, and hostage situations. Multiple incidents will be discussed and utilized in emphasizing the learning points.

Dan Murphy - Bio
Dan Murphy began his law enforcement career in 1984 with the Fort Collins, CO Police Services. He has been assigned to supervisory positions in patrol, the drug task force, and the Criminal Impact/Fugitive Unit. Dan has been a SWAT Team Leader since 1995 and on SWAT since 1991. His assignments have included the Professional Standards Unit, patrol watch commander, and SWAT, K-9, and CNT Commander. Dan has been an NTOA instructor since 1999 and currently teaches Basic/Advanced SWAT, Less-Lethal Projectiles/Diversionary Device/Chemical Agents, leadership, Command/Team Leader, and Active Shooter Tactics. He is a court-certified expert in the use and deployment of diversionary devices during tactical operations. He has been recognized by his agency with three medals for valor and a distinguished service medal during hostage rescue situations and violent felony arrests. In 2011, he won the prestigious "John Kolman Award of Excellence" from the NTOA. He won the 2015 first-ever Rocky Mountain Tactical Team Association "SWAT Officer of the Year - Tactical Achievement Award." He has a Bachelor's degree in Administration of Justice.

Fred Meyer - Bio
Fred Meyer started his career as a police officer with the Greeley Police Department in 1986 after attending the University of Northern Colorado. In 1989 Fred became a member of the SWAT Team and was assigned to the Entry element. Fred was promoted to sergeant in 1995 and continued his association with the SWAT Team as an Entry element leader. In early 2018, Fred was promoted to Lieutenant. He has enjoyed several different department assignments, including the Patrol Tactical Unit, the Investigations Section, School Resource Officer Unit, the Traffic Enforcement Unit, and supervision over the arrest and control program. Fred has been an arrest and control instructor, active shooter instructor, SWAT course instructor, and teaches at Aims Community College in the Law Enforcement Academy. Fred serves on the NTOA's Board of Directors.

A J DeAndrea - Bio
Deputy Chief A.J. DeAndrea (retried) began his career with the Arvada, Colorado Police Department in 1993, retiring from APD in 2023. During his time there, he served as a member of the Jefferson County Regional SWAT Team from 1996 to 2012 - a collateral duty team where he was a Team Leader. The majority of his career was spent on patrol, but he also spent 2 years as the Sergeant of the Internal Affairs Unit and 4 years as the Sergeant in the Community Response Impact Team (CRIT) and was also an Operations Commander. As Deputy Chief, he oversaw both the Field and Operations divisions of the Arvada Police Department. Deputy Chief DeAndrea is a lead instructor for the NTOA’s Team Leader Development Course, a lead instructor in the NTOA’s Command College, a Master Less Lethal Instructor, and a Colorado and Alaskan POST certified instructor. He teaches Leadership, Officer Survival, Building Searches, Rapid and Immediate Deployment (RAID), Enhanced Active Shooter Strategies, Single Officer Response to an Active Shooter, SWAT, SWAT Team Leader Development, Defensive Tactics, and Firearms, as well as many other disciplines. He was formally certified in Explosive Breaching. Deputy Chief DeAndrea graduated from the University of Colorado in Boulder in 1990 and has a Bachelor of Arts degree. He graduated from the Northwestern School of Police Staff and Command, Class 504, and the FBI National Academy Session 283. In 2014, Deputy Chief DeAndrea received the John Kolman Award of Excellence from the National Tactical Officers Association.
