Incident Debrief: 31-Hour Criminal Barricade and Murder/Suicide

This presentation will discuss a 31-hour criminal barricade that took place in September 2020. On a multi-day drug binge, the emotionally disturbed subject pointed a firearm at his neighbor and fired several rounds in the air, then retreated into his two-story residence and began to barricade the doors and windows. Austin SWAT team arrived and worked through their barricade resolution plan.

This presentation will discuss a January 2021 incident involving a subject who entered a pediatrician's office with a pistol, a shotgun, and two duffle bags and took multiple hostages, claiming they were prisoners of Al Qaeda. Several hostages escaped, and the subject handcuffed the remaining hostage. Austin SWAT arrived and began working the hostage situation with an emphasis on a possible explosive component. SWAT ultimately entered the clinic and found the pediatrician and subject deceased.

Kenneth Hubbs - Bio
Ken Hubbs is a retired Police Lieutenant and full-time SWAT supervisor for the Austin (TX) Police Department with 29 years of experience. Ken Hubbs was directedly responsible for overseeing the day-to-day operations of the SWAT team and dictating the appropriate SWAT response and negotiations based on the nature of the incident. Ken managed 41 SWAT officers and 25 Negotiators in hundreds of operations, including numerous Hostage Rescue operations. Ken was also instrumental in training and implementing the Rescue Task Force concept, involving Police, Fire, and medical assets. Ken has developed and taught SWAT Command Post operation classes for the Texas Tactical Peace Officers Association, as well as civilian response to active attack events in and around the Austin area for advanced law enforcement rapid response training. Ken was a certified firearm, taser, less lethal, and impact munitions instructor, and his Law Enforcement career involved serving as a full-time SWAT operator, Narcotics Detective, Patrol officer and Patrol Supervisor, violent crimes and street crimes unit officer, undercover operations, and training officer. Ken is a veteran of the U.S. Army and holds a bachelor's degree with honors from the American Military University and graduate of the West Point Leadership Academy.
