Tactical Mission Planning and Briefing

This course is designed to expose police personnel (supervisors, tactical and task force team leaders, detectives, etc.) to procedures used for tactical mission planning and briefing of involved personnel. Topics include mission planning; documentation; operational planning for high-risk search warrants; scouting procedures for mission planning; primary, alternate, contingency, and emergency planning; suggestions on how to modify high-risk search warrant planning to other types of tactical missions (open area operations, barricaded subjects, arrest warrant/fugitive apprehension, and hostage barricade situations); and much more. Ensuring that a comprehensive but efficient briefing system is in place will be a course outcome.

NOTE: This course is not a scouting course, we will make assumptions that the scout has been completed and has provided you the information needed to develop a tactical plan. This course is not a tactics course. We will dictate various tactics to use on some missions to demonstrate the flexibility of the briefing process.

This 2-day offering is the standard NTOA Tactical Mission Planning and Briefing course. Attendees must attend both days. Registration is limited to 32 students.

Jason Jahnke - Bio
Jason Jahnke has been a member of the Phoenix Police Department since 1994 and has been a sergeant since August 2007. He is currently assigned to the Bomb Squad after serving many years with the Special Assignments Unit. Other assignments include Patrol (Officer and Sergeant), Field Training Officer, Solo Motorcycle Officer, Youth Alcohol Squad Detective, Vehicular Crimes Unit Detective, Tactical Training Detail Officer, Agency Drug Recognition Expert Coordinator, Administrative Sergeant, Neighborhood Enforcement Team Sergeant, and Special Assignments Unit Tactical Sergeant. Sergeant Jahnke holds instructor certifications from NTOA, Arizona POST, the NRA, and others and currently works as a contractor to the U.S. Department of Energy, Office of Radiological Security as a Law Enforcement Response subject matter expert.

Jeffrey Clement - Bio
Jeff Clement has been a member of the Phoenix Police Department since September 2006. He is currently a patrol lieutenant and was previously assigned to the Special Assignments Unit as one of four Tactical Sergeants. The Tactical Sergeant's duties included overseeing a ten-man squad while responding to critical incidents, such as search warrants, barricades, suspect apprehension, street jumps, and hostage rescues. Lt. Clement previously oversaw the high-angle tactical rope program, physical fitness, grant writing, and close quarter battle programs within the Special Assignments Unit. Previous assignments included Patrol, Neighborhood Enforcement Team Officer, and the Violent Crimes Detective Bureau.

Eric Miner - Bio
Eric Miner retired as a lieutenant after serving 22 years with the Phoenix Police Department. He served in various assignments throughout his career to include Patrol, FTO, Gang Enforcement, and the Professional Standards Bureau. His time with the Special Assignments Unit (SWAT) was as both Officer and Sergeant. Eric has trained extensively in various evolutions and has planned and commanded numerous high-risk operations. Eric helped develop and instruct numerous courses for the Arizona Law Enforcement Academy, Advanced training and in-service, and innumerable tactics and leadership development courses for the FTO program, and the newly assigned Sergeant/Lieutenant school pre-requisite courses for promotional processes. He has a Bachelor of Arts degree in Political Science from Brigham Young University and a Master's of Science degree in Leadership from Grand Canyon University.
