Incident Debrief: Safeway Active Shooter, Bend, OR

On August 28th, 2022, Ethan Miller exited his apartment and entered a local Safeway with the intent to create chaos and a mass casualty event. Miller originally planned to target a local high school on the first day of classes but grew impatient and decided to move up his plans. Miller fired over 100 rounds from an AR-15 rifle and a shotgun, killing two people. Officers Davis and Frickey were the first to enter Safeway, one from the back and one from the front. Officers were on the scene approximately three minutes after the first 911 call. Video surveillance from the incident, lessons learned, challenges, training, and more will be discussed in this debrief.

Jeff Frickey - Bio
Corporal Jeff Frickey has been a Police Officer since 2004. Jeff has served on Patrol, as well as a Criminal Detective and a Narcotic's Detective. Jeff has served on the regional tactical team for fourteen years and is an Assistant Team Leader and a breacher. Jeff is also the Region 4 Vice President for the Oregon Tactical Officer's Association. Jeff is a Rescue Task Force and Active Threat Instructor, teaching officers and departments around the tri-county area.

Andrew Davis - Bio
Corporal Andrew Davis has a Bachelor's degree in Business Administration and a Master's in Emergency Management and Homeland Security from Arizona State University. Andrew has been in law enforcement for fourteen years and has served in Patrol, Criminal Detectives and as a Narcotic's Detective. Andrew has served on the regional tactical team since 2014 and is currently assigned as a breacher. Andrew is a Vehicle CQB, TCCC and Active Threat Instructor; teaching officers and departments around the Pacific Northwest.
