Incident Debrief: Hostage Rescue with Sniper Resolution: Farmington, Utah

This debrief will cover a 2021 hostage rescue incident in Clearfield, Utah. The suspect was involved in a vehicle pursuit and crashed on the freeway in Farmington, Utah. He then fled on foot across I-15 into a neighborhood. Patrol responded and contained the area. While searching the neighborhood, a single gunshot was heard. South Davis Metropolitan and North Davis Metro SWAT Teams were activated to conduct a house-to-house search. During the search, operators found a bullet hole in a window of a residence. Down the street from where the hole was found, a male exited a residence in a vehicle and was stopped by operators. The male told operators that his family was being held hostage in a nearby residence and that the suspect had sent the male out of the residence to look for police in the area. Operators moved up to the residence and shortly after, a juvenile female exited the residence out of a window. After debriefing the father and daughter, it was verified that three additional individuals (two female/one male) were in the living room of the residence with a suspect who was armed with a handgun. A total of three tactical teams and two armored vehicles were deployed during this incident. Hours of negotiation took place, and a marksman team initiated a hostage rescue. The presenter will recount the unnerving details of the events that unfolded during this incident and the tactics that led to its ultimate resolution.

Andrew Smith - Bio
Lt. Andrew Smith began his law enforcement career with the Utah Highway Patrol in 2008. In 2011, he left the highway and began working for the West Bountiful Police Department. He joined the South Davis Metropolitan SWAT team in 2012 and eventually moved to the Bountiful City Police Department in 2013 where he worked his way through various assignments and promotions rising to the rank of Lieutenant and Team Commander of the South Davis Metropolitan SWAT Team. Lt. Smith has held many leadership positions in the department and SWAT team including FTO, Lead Scout, Entry Team, and Assistant Team Leader, and currently the South Davis Metropolitan SWAT Team Commander. He has been honored to receive numerous unit citations as a member of the police department and SWAT team including his involvement in two hostage rescue operations and two Bountiful City Police Department Chief Stars, one of which was for his response to an active shooter at a local junior high. Smith is currently enrolled in Module II of the NTOA Academy and remains dedicated to the development and professionalism of law enforcement and tactical communities.

Michael Sheldon - Bio
Investigative Sergeant Michael (Mike) Sheldon, began his law enforcement career at the Davis County Sheriff's Office (UT) in 2007. He became a member of the Corrections Emergency Response Team (CERT) in 2008. In 2010, he joined the Davis County SWAT team. Sheldon then progressed to the Bountiful City Police Department (BPD) and the South Davis Metropolitan SWAT Team in 2012. Throughout his years with BPD and as a member of the SWAT team, he has held many leadership positions including FTO., POP Unit, lead scout, entry team, assistant team leader and currently holds the SWAT team leader assignment. Sheldon was promoted to the rank of corporal in 2020 and sergeant in 2021. He was honored to receive the Bountiful Police Department's Chief's Star for his involvement in a hostage rescue situation in Farmington, Utah on Sept. 9, 2021. He has a deep-rooted sense of community and family. He remains active in the Law Enforcement community, assisting members in career mentorship and planning in an effort to ensure their continued growth and retention.
