Case Study: Christmas Day Standoff

On Christmas Day, 2021 in Phoenix, AZ., a standoff ensued. Milan Ross had killed his ex-wife in and now used his two children inside their residence where he used them as human shields. After six hours of negotiation, a tactical resolution was implemented to ultimately bring the hostage event to a resolution.

Benjamin Morris - Bio
Officer Ben Morris has been with the Phoenix Police Department for 19 years. For the last nine years, Ben has worked as a negotiator with the department's SWAT team. Five years ago, Phoenix PD created a full-time negotiator position, and Ben moved to the SWAT unit full-time, where he helped to create an entire 12-person negotiation team. Ben trains and coordinates this team and provides training to Phoenix and other local officers in crisis communication and negotiation techniques. Along with the FBI, Ben facilitates negotiation training for Arizona negotiators and tactical officers. He also facilitates quarterly negotiations training for the State of Arizona and serves on the Arizona Tactical Officers Association CNT Committee.
