Incident Debrief: AZ DPS OIS Involving Aerial Use of Force

This debrief will discuss the inception of the aerial use of force program for the department to include training and lessons learned. This debrief will also cover an officer-involved shooting that occurred in 2018 in Quartzite, AZ. An officer was shot during the initial response to an armed subject who set up an ambush for officers. The suspect was armed with multiple scoped rifles, night vision, thousands of rounds of ammunition, and access to a vehicle with additional firearms and ammunition. Being in a remote location, two shooters were deployed to engage the suspect by helicopter.

Neil Brooks - Bio
Sgt. Neil Brooks began his career with the Arizona Department of Public Safety in 2004. He worked patrol, gangs, and undercover before being transferred to SWAT in 2007. He has been assigned to full-time SWAT since 2008 and is currently a team leader. He has served as an operator, training coordinator and assistant team leader. He spent seven years in the United States Marine Corps.

Matthew Engwis - Bio
Det. Matt Engwis began his career with the Arizona Department of Public Safety in 2008. He has served in multiple roles within the department to include, patrol, gangs, and career criminal investigations. Since 2012, he has been assigned to the departmentís SWAT team as a sniper, operator, training coordinator and assistant team leader.
