Presenters Shawn Kelley and Donald Grinder will review the programs offered by the Office for Bombing Prevention (OBP) and discuss why it is necessary for tactical teams to be registered in the National Counter-Improvised Explosive Device Capabilities Analysis Database (NCCAD) program.

Shawn Kelley - Bio
Shawn Kelley serves as the Project Lead for NCCAD Preparedness Program OBP, within the DHS. Prior to joining the NCCAD team full-time in OBP, he was an adjunct professor/instructor on terrorism and explosives for 19 years at New Mexico Tech University in Socorro, NM. He was also an NCCAD Facilitator and worked on the Multi-Jurisdictional IED Security Planning (MJIEDSP) assessment program, and the Bomb Making Materials Awareness Program (BMAP) for the retail industry.

Donald Grinder - Bio
Donald Grinder is a Security Specialist for the Office for Bombing Prevention (OBP) in the Department of Homeland Security's (DHS) Cybersecurity and Infrastructure Security Agency (CISA). Between 2011 and 2020 he was an Emergency Management Specialist with the U.S. Department of State where he traveled to over 140 countries supporting U.S. embassies and consulates overseas. Prior to becoming a federal employee, Mr. Grinder served as a member of the Arlington County Police Department in Arlington, VA for 21 years. He spent most of his career in the Special Operations Unit where he retired as the commander of the Special Weapons and Tactics team.
