Incident Debrief: Delaware State Police Brick Mills Farm Incident

On April 26, 2017, Cpl. Stephen Ballard was murdered while making contact with a suspicious vehicle in a convenience store parking lot. Information quickly developed that the suspect had fled to his family's residence in Brick Mill Farms. Shortly thereafter, the Delaware State Police Special Operations Response Team responded to the suspect's residence, and was immediately ambushed with rapid rifle fire from the residence. This began a 20-hour standoff with the suspect, who was killed as he exited the residence continuing to fire at the police. This incident debrief will include the timeline, initial response, barricade operations, and post-incident review and investigation. It will detail lessons learned from all aspects, including patrol response, SORT response, multiple agency response and resources, command post operations, team fatigue, scene management, robot and UAS integration, and post-incident considerations.

Carey Brower - Bio
Master Corporal Carey Brower began his career with the Delaware State Police in 1998. Throughout his career, he has been assigned to patrol, Governor's Task Force, and the Firearms Training Unit. He is a Delaware Council on Police Training (COPT) Master Instructor and Firearms Instructor. Cpl. Brower has been a member of the DSP Special Operations Response Team (SORT) since 2001. He has held multiple positions within SORT to include entry team, sniper team, and since 2012, has been the assistant commander of the team.

David Chorlton - Bio
Master Corporal David Chorlton began his career in law enforcement with Wilmington Police Department in 1996 and then with the Delaware State Police in 2003. Throughout his career, he has been assigned to patrol, drug unit, homicide, FBI Task Force, and the evidence detection unit. Cpl. Chorlton is a Delaware Council on Police Training (COPT) Certified Instructor and Firearms Instructor. He has been a member of the DSP Special Operations Response Team (SORT) since 2007. He has held multiple positions within SORT to include entry team, breacher, and since 2012, has been an entry team leader.
