This presentation examines the unique challenges associated with setting up plans for events at large venues. Topics include lessons learned from past events, observation and reporting techniques, Ground-Level Integrated Overwatch utilizing snipers and UAVs, and conducting comprehensive site assessments. The session concludes with classroom exercises that allow attendees to apply the concepts presented.

Chris Fishel began his law enforcement career in 1991 with the Borough of State College Police Department (PA). He is a veteran of the United States Marine Corps, having served during the Persian Gulf War. Chris holds a Bachelor's Degree from Pennsylvania State University and is a graduate of the FBI National Academy. He is an Assessment Team Leader for the Pennsylvania Law Enforcement Accreditation Commission and the Pennsylvania Chiefs of Police Association. Chris joined the Centre County Tactical Response Team in 1994. He was selected as a Team Leader 1999 and Tactical Commander in 2016. He is an instructor for the NTOA in SWAT Tactics, Tactical Precision Long Rifle, Response to Active Shooter and Tactical Tracking and Wooded Terrain Operations. He currently serves as the Law Enforcement Chair for the South Central Mountains Regional Task Force.
