Herbert Oubre is a law enforcement professional with over 17 years of experience serving with the Pearland Police Department, specializing in tactical drone operations and law enforcement training. As a Lead UAS Pilot and Instructor, he has accumulated more than 200 flight hours and plays a key role in integrating unmanned aircraft systems into real-world public safety operations.

Oubre serves as a UAS Instructor, teaching courses on Part 107 certification, tactical drone deployment, and flight operations, with an emphasis on safety, airspace management, and mission effectiveness. He is also a board member of the Law Enforcement Drone Association (LEDA), where he has contributed to the development of national standards, including the Tactical Operations Standard and Mass Gathering Standard.

With extensive experience in field training and patrol tactics, Oubre combines operational knowledge with instructional expertise to prepare officers and agencies for complex environments. His work focuses on advancing the use of UAS in law enforcement through structured training, multi-agency coordination, and tactical application in high-risk and large-scale events.

Chad Karlewicz is a Commander with the Renton (Washington) Police Department and is currently assigned to the Special Operations Division. Chad has 31 years of law enforcement experience. In that time, he has been involved in many aspects of law enforcement including patrol, traffic, narcotics investigations, detectives, recruitment/hiring and training. During his career, he has served in a variety of leadership positions as a supervisor and a commander. He is most proud of his 23-plus years of service to the 42-man regional Valley SWAT Team, where he also held several leadership positions, including Entry Team Leader, Sniper Team Leader, and SWAT Team Commander. Chad attended college at Northwest University. He is a graduate of the International Association of Chiefs of Police - Leadership in Police Organizations, and the Emergency Management Institutes Integrated Emergency Management program in Emmetsburg, Maryland. Chad developed the Renton Police Department's Unmanned Aircraft System (UAS) program in 2015 and holds a Part 107 Certification. That program now has more than 30 unmanned aircraft and over 25 Pilots. Unmanned aircraft have been integrated into every division of the police department. Chad is also the owner/operator of Frontline UAS. He focuses on consulting and training to develop and implement Unmanned Aerial Systems programs. He specializes in the complete program development and implementation of UAS programs for public safety organizations, including attaining FAA Certificates of Authorization and FAA Part 107 licenses. He also focuses on policy and SOP development and comprehensive department training programs. Additionally, Chad is a Deputy Director at DRONERESPONDERS, an Advisory Committee Member at the Law Enforcement Drone Association, and a frequent speaker at various national UAS events.
