This presentation delves into the history and evolution of "Sideshows" and their impact on public safety. We will explore social media-driven investigations targeting event promoters and videographers, enforcement tactics, and officer safety concerns when handling large hostile groups. Additionally, we will examine the challenges posed by caravanning criminal organizations and organized retail crime (ORC)-related theft. The session will also highlight the role of air support operations and the importance of multi-agency collaboration in forming task forces that enhance resource allocation and response effectiveness.

Fenton Culley - Bio
Detective Sergeant Fenton Culley has been employed with the Alameda County Sheriff's Office for 19 years and is currently assigned as the manager of the Real Time Crime Center. Sergeant Culley has previously worked investigations assignments in Robbery, Narcotics, Community Oriented Policing and was a Field Training Officer. Sergeant Culley was on the Crowd Management Team (CMT) and teaches in the Police Academy. Sergeant Culley is the lead supervisor for an auxiliary multi-agency street take over team known as the Alameda County Regional Side Show Enforcement Team (RESET).

Kris Kubusta - Bio
Kris Kubasta has been a San Jose Police Officer for 19 years and assigned to the SJPD Air Support Unit as a pilot and Tactical Flight Officer for 13 years. He has amassed over 4,000 hours of flight time in both Fixed Wing and Rotorcraft. Currently Kris is the lead trainer for the SJPD Tactical Flight Officer's and Pilots after their selection to the Air Support Unit. Kris has worked several assignments in his career, including patrol, and as a METRO Officer including narcotics investigations, surveillance operations, apprehensions, and gang suppression. Kris is a covert surveillance school instructor and routinely assists with additional training for Patrol Officers throughout the department. A certified POST instructor, Kris has taught over a hundred classes on a variety of topics for special operations and patrol divisions both within the San Jose Police Department and to local agencies.

Jebel Iniguez - Bio
Officer Jebel Iniguez has been employed with the Oakland Police Department for eight years and is currently assigned to the Ceasefire Section, Gang Unit. He has previously worked in patrol, including numerous auxiliary assignments, including acting patrol sergeant, field training officer, electronic services unit (ESU)/drone operator member, and sideshow (street takeover) intelligence. Officer Iniguez has conducted sideshow intelligence for the city of Oakland and local agencies for over four years and has contributed to the successful abatement and/or enforcement of hundreds of sideshows.
