Debrief: Portland Summer of 2020

The Portland Police Bureau experienced over 100 continuous days of violent civil unrest during the summer of 2020. In the aftermath of those traumatic events, the City of Portland hired an outside consultant group, Independent Monitior LLC, to conduct a critical assessment of the Police Bureau's response to protests and civil unrest during that time.

Assistant Chief Craig Dobson (Portland Police Bureau) and Commander Franz Schoening (Portland Police Bureau) will present an overview of the events of 2020. Nick Mitchell (Independent Monitor LLC) will present the findings of his team's critical assessment of the City of Portland's handling of events. Together, Assistant Chief Dobson, Commander Schoening, and Mr. Mitchell will discuss the recommendations made in Mr. Mitchell's report, and how the Police Bureau has worked to implement those recommendations.

Craig Dobson - Bio
Craig Dobson has 25 years of law enforcement experience. He is a police Commander at the Portland Police Bureau, assigned to lead the strategic planning and managing of the bureau's downtown precinct of 146 sworn and professional staff. He also serves as the Senior Public Order Incident Commander for the Bureau, overseeing the Public Order Incident Commander Program. Additionally, Craig is the Police Bureau's Instructor for Command personnel involving Public Order?" Responsible for developing and teaching Bureau command staff the principles and theory behind Public Order, including 1st amendment implications, crowd behavior, social identity, police capabilities, and appropriate tactical police responses. Before being a commander, he served continuously for 15 years in a detached assignment with the Rapid Response Team (RRT), the Portland Police Bureau's all-hazards team. He helped develop and coordinate Public Order training for Oregon's regional Public Order teams, including Oregon Air and Army National Guard members. Commander Dobson served as the Overall Incident Commander during the civil unrest of 2020 in Portland.

Franz Schoening - Bio
Captain Franz Schoening began his career as a police officer in 1997 and has been with the Portland Police Bureau since 2002. Captain Schoening is assigned to the Portland Police Bureau's Training Division, overseeing training and policy development. Captain Schoening has been involved in public order policing since 2008, including as a supervisor on the Bureau's public order unit, as a supervisor in the Bureau's Mounted Unit, and as part of the Bureau's Incident Management Team during public order events. Captain Schoening served as the Portland Police Bureau's public order unit team commander during the more than 100 days of civil unrest in Portland during the summer of 2020. Captain Schoening is a public order instructor and an instructor for public order less lethal munitions. Captain Schoening assisted with the development of the National Tactical Officers Association Public Order Standards. Captain Schoening also assisted the National Institute of Justice - Special Technical Committee in developing standards for protective equipment for public order units and is a member of the Department of Homeland Security's First Responder Resource Group.

Nick Mitchell - Bio
Nick is the court-appointed federal monitor of a Department of Justice consent decree involving the Los Angeles County Sheriff's Department, and previously served as the Independent Monitor of the Denver Police and Sheriff Departments. As Independent Monitor, Nick partnered with law enforcement agencies to conduct data-driven after-action reviews of police practices, including the handling of the 2020 civil unrest in Denver. Nick also led an after-action review of the City of Portland's handling of that same civil unrest, which resulted in the adoption of new approaches, policies, and practices for public order policing in Portland.

Nick has received awards from the Denver Bar Association and the National Association for Civilian Oversight of Law Enforcement and has been recognized as an expert on civilian oversight and law enforcement reform in CNN, the New Yorker, and other national publications. Nick is a graduate of Fordham Law School and is a former Gates Foundation Fellow at the Harvard Kennedy School of Government. He was recently appointed Special Assistant Attorney General for the State of Colorado to investigate allegations of misconduct among justices of the Colorado Supreme Court and is a former member of the Board of Governors of the Colorado Bar Association.
