Panel Discussion: Contemporary Issues, Trends and Standards

This panel discussion, narrated by Jon Becker, will include four panelists discussing current trends in tactical operations, standards for tactical teams and task forces, public order standards and issues, and various other topics. It will take place in the trade-show classroom and attendees may come and go as they wish.

Steve Mescan - Bio
Steve Mescan is a 30-year veteran of the City of Pittsburgh Bureau of Police and has been a member of the SWAT Team for 25 years. He recently retired from his position with the SWAT Team's Tactical Operations Section, which is comprised of subject matter experts who assist the City of Pittsburgh Bureau of Police command staff personnel with strategic initiatives, planning, and tactical resolve contingencies as they relate to all police operations. During his tenure with the Pittsburgh SWAT Team, he performed various roles, from entry operator to sniper, team leader, trainer, and tactical commander. He has been an instructor for the NTOA for over 18 years and co-authored the NTOA Team Leader Development Program. He has instructed numerous state tactical associations and has consulted as an expert to area SWAT Teams concerning SWAT operations. In 2009, he was part of a subject matter expert team that developed the tactical strategic plan for the G-20 Summit held in Pittsburgh, Pennsylvania. In 2018, he was the SWAT Team Leader involved in the response to the Tree of Life Synagogue Massacre. As of January 2024, he accepted a full-time position with the National Tactical Officers Association as the Director of Training and Education. Steve is the past president of the Pennsylvania Tactical Officers Association (PATOA), he served as the NTOA Eastern Director for 10 years and during his last two years as the Chairman of the Board of Directors for the NTOA.

Spencer Fomby - Bio
Spencer Fomby began his law enforcement career in 1999 with the Berkeley Police Department. He has been a member of the SWAT team since 2004 and has served as a team leader since 2010. In March 2021, he was hired by the Boise, Idaho Police department, where he is Captain over the training division. During his career, Fomby has provided instruction in SWAT, Defensive Tactics, Tactical Firearms, Mobile Field Force, Counter Ambush, Active Shooter/Rescue Task Force, Tactical De-escalation, and High-Risk Patrol Tactics. He was selected as his department's Officer of the Year in 2011 for his actions during an officer-involved shooting. Spencer was the leader of the 2013 Urban Shield first-place team. He is a member of a National Institute of Justice Special Technical Committee on civil disturbance units and is a visiting fellow in policing at the University of Derby in the UK. Spencer is the lead departmental crowd control instructor, responsible for equipment selection, tactical training, less-lethal weapon selection, chemical agent selection and deployment, and mission planning. He has extensive experience as a squad leader in crowd control events. Spencer holds a Bachelor of Arts degree in Administration of Justice from Howard University.

Travis Norton - Bio
Sgt. Chris Eklund began his career with the Orange County (FL) Sheriff's Office in 1999. He has worked in several areas of the agency, including patrol, narcotics and problem-oriented policing, and currently is assigned to the SWAT team as the training coordinator and a team leader. Eklund has been on SWAT since 2002 and has been full time since 2014. He became a sniper in 2003 and the sniper team leader in 2013. Chris has been very active with the Florida SWAT Association since 2004 instructing firearms and sniper courses, CQB, and Hostage Rescue tactics. He has served as an instructor and Vice President. He is currently serving on the Board of Directors as the President. He has a bachelors degree in exercise physiology and served in the U.S Army National Guard from 1992-2002 before separating as a staff sergeant.

Norton, Travis - Bio
Travis Norton is a retired 25-year police veteran. He is an experienced police lieutenant and SWAT Commander and has trained officers in police practices nationwide. Travis was the training division and professional standards unit lieutenant for a mid-size police agency and was responsible for the police academy, field training program, in-service training, officer misconduct investigations, and use of force reviews and investigations. Travis has been an instructor for over 15 years in tactical science, active shooter response, de-escalation, less-lethal weapons, SWAT, critical incident response, chemical agents, and crowd management. He currently instructs for the National Tactical Officers Association (NTOA) and the California Association of Tactical Officers (CATO). Travis also serves as a policing fellow at the National Policing Institute (NPI) and the Future Policing Institute. Travis is the Strategy Development Chair for the NTOA and a committee member of the NTOA Tactical Response and Operations Standard for Law Enforcement Agencies (2018 & 2023). He was selected as an active shooter SME by the National Policing Institute and Safe and Sound Schools for several active shooter reviews and leads a critical incident review team for CATO. These positions provide Travis the opportunity to review active shooter incidents and officer-involved shootings nationwide and abroad. Travis holds a doctorate in Policy, Planning, and Development from the University of Southern California and a master's degree from California State University of Long Beach in Emergency Services Administration.
