This course is designed to expose police personnel (supervisors, tactical and task force team leaders, detectives, etc.) to procedures used for tactical mission planning and briefing of involved personnel. Topics include mission planning; documentation; operational planning for high-risk search warrants; scouting procedures for mission planning; primary, alternate, contingency, and emergency planning; suggestions on how to modify high-risk search warrant planning to other types of tactical missions (open area operations, barricaded subjects, arrest warrant/fugitive apprehension, and hostage barricade situations); and much more. Ensuring that a comprehensive but efficient briefing system is in place will be a course outcome. NOTE: This course is not a scouting course, we will make assumptions that the scout has been completed and has provided you the information needed to develop a tactical plan. This course is not a tactics course. We will dictate various tactics to use on some missions to demonstrate the flexibility of the briefing process.

This 2-day offering is the standard NTOA Tactical Mission Planning and Briefing course. Attendees must attend both days. Registration is limited to 32 students.

Jason Jahnke spent 4 years in the US Army as a Military Police Officer where he attained the rank of Sergeant (E-5). He was stationed in Germany, Maryland, and Alabama and was deployed to Florida for the recovery efforts following Hurricane Andrew. Jason served with the Phoenix Police Department from 1994 to 2026 and was promoted to sergeant in August 2007. He retired in 2026 after 32 years of service. His most notable positions with the Phoenix Police Department include: Patrol officer and supervisor, Vehicular Crimes Detective, Agency Drug Recognition Expert Coordinator and Instructor, Tactical Training Detail Instructor, Administrative Sergeant for the Maryvale Precinct, Special Assignments Unit (SWAT) Sergeant / Team Leader, SAU Training Sergeant, Bomb Squad Sergeant / Bomb Technician and Bomb Squad Commander , and full time Task Force Officer with the FBI Regional Render Safe Team (Level 5). Jason holds instructor certifications from the NTOA, Arizona POST, and the NRA. He currently works as a contractor for the Department of Energy, Office of Radiological Security (ORS) working as a Law Enforcement Response Subject Matter Expert. He has taught across the country, as well as internationally, focusing on the tactical response to criminal and terrorist incidents.
