This incident debrief will delve into the rare instance of law enforcement facing an unusual threat; radiological material. The Phoenix Police Department faced a scenario in which an employee at an industrial e-ray facility allegedly stole radiological material. The police department contacted the suspect at his apartment, and a stand-off ensued. This presentation will discuss SWAT considerations, challenges, and response options for such an incident.

Jason Jahnke spent 4 years in the US Army as a Military Police Officer where he attained the rank of Sergeant (E-5). He was stationed in Germany, Maryland, and Alabama and was deployed to Florida for the recovery efforts following Hurricane Andrew. Jason served with the Phoenix Police Department from 1994 to 2026 and was promoted to sergeant in August 2007. He retired in 2026 after 32 years of service. His most notable positions with the Phoenix Police Department include: Patrol officer and supervisor, Vehicular Crimes Detective, Agency Drug Recognition Expert Coordinator and Instructor, Tactical Training Detail Instructor, Administrative Sergeant for the Maryvale Precinct, Special Assignments Unit (SWAT) Sergeant / Team Leader, SAU Training Sergeant, Bomb Squad Sergeant / Bomb Technician and Bomb Squad Commander , and full time Task Force Officer with the FBI Regional Render Safe Team (Level 5). Jason holds instructor certifications from the NTOA, Arizona POST, and the NRA. He currently works as a contractor for the Department of Energy, Office of Radiological Security (ORS) working as a Law Enforcement Response Subject Matter Expert. He has taught across the country, as well as internationally, focusing on the tactical response to criminal and terrorist incidents.

Jeff Clement has been a member of the Phoenix Police Department since September 2006. He is currently a patrol lieutenant and was previously assigned to the Special Assignments Unit as one of four Tactical Sergeants. The Tactical Sergeant's duties included overseeing a ten-man squad while responding to critical incidents, such as search warrants, barricades, suspect apprehension, street jumps, and hostage rescues. Lt. Clement previously oversaw the high-angle tactical rope program, physical fitness, grant writing, and close quarter battle programs within the Special Assignments Unit. Previous assignments included Patrol, Neighborhood Enforcement Team Officer, and the Violent Crimes Detective Bureau.
