This incident debrief will delve into the rare instance of law enforcement facing an unusual threat; radiological material. The Phoenix Police Department faced a scenario in which an employee at an industrial e-ray facility allegedly stole radiological material. The police department contacted the suspect at his apartment, and a stand-off ensued. This presentation will discuss SWAT considerations, challenges, and response options for such an incident.

Sergeant Jason Jahnke has been a member of the Phoenix Police Department since January 1994 and has been a sergeant since August 2007. He is currently assigned to the Bomb Squad, attached to the FBI, as a full-time Task Force Officer as a member of the Phoenix Regional Render Safe Team. Before the Bomb Squad, Sergeant Jahnke was assigned to the Special Assignments Unit (SAU) for 11 years, initially as a Tactical Sergeant and later as the Training Sergeant. While assigned to SAU, his duties included leading the S-53 Tactical Squad, planning various missions, conducting countless high-risk search warrants and several hostage rescues, supervising the Crisis Negotiations Team, overseeing the Unit's firearms, sniper, breaching, chemical munitions, and distraction device training, and providing for Unit logistics. Other previous assignments include Patrol (Officer and Sergeant), Field Training Officer, Solo Motorcycle Officer, Youth Alcohol Squad Detective, Vehicular Crimes Unit Detective, Tactical Training Detail Officer, Agency Drug Recognition Expert Coordinator, Administrative Sergeant, and Neighborhood Enforcement Team Sergeant. Sergeant Jahnke currently works as a contractor to the United States Department of Energy, National Nuclear Security Administration, Office of Radiological Security as a subject matter expert. He regularly assists state and local jurisdictions with the Radiological Security Awareness and Response program as well as other tasks supporting Sandia National Laboratory. Sergeant Jahnke holds instructor certifications from NTOA, Office of Radiological Security, Arizona POST, the NRA, and other various organizations. He is also certified in the Homeland Security Exercise and Evaluation Program (HSEEP).

Jeff Clement has been a member of the Phoenix Police Department since September 2006. He is currently a patrol lieutenant and was previously assigned to the Special Assignments Unit as one of four Tactical Sergeants. The Tactical Sergeant's duties included overseeing a ten-man squad while responding to critical incidents, such as search warrants, barricades, suspect apprehension, street jumps, and hostage rescues. Lt. Clement previously oversaw the high-angle tactical rope program, physical fitness, grant writing, and close quarter battle programs within the Special Assignments Unit. Previous assignments included Patrol, Neighborhood Enforcement Team Officer, and the Violent Crimes Detective Bureau.
